Although there is no strict definition, simply put, it is a grass-cutting device that, thanks to its self-propulsion, does not require an external power source, such as a tractor's PTO shaft. Although it has an engine, it does not have a ground drive – it must be towed by another vehicle. The internal combustion engine is responsible only for powering the shaft or cutting blades.
Both types differ in the design of the cutting unit. Flail mowers use special flails (hammer blades) mounted on a shaft to handle dense vegetation and undergrowth. Grooming mowers, on the other hand, use rotating blades that operate similarly to a helicopter propeller, ensuring precise lawn cutting.
